The default setting in BigBlueButton is to block students from seeing classmates’ webcams.  The moderator can enable students to see each other's webcams by changing the “lock viewers” setting:

Please Note: this setting needs to be enabled in each session for students to see each other's webcam and cannot be changed permanently.
